Creating EOSC compliant Persistent Identifier (PID) policy for LiDA

Lithuanian Data Archive for Social Sciences and Humanities (LiDA, https://lida.dataverse.lt) curates different types of research data (mostly, survey data and historical statistics) and employs Dataverse software for this purpose. This software allows a lot of flexibility in issuing different types of PIDs (DOIs and Handles) for different data related objects (among which three are most important: Dataverse catalogues, datasets and files). However, currently LiDA does not have a clearly defined PID policy (simply issues the EUDAT B2HANDLE supported Handles for datasets and all files contained within them) on how to best tailor this flexibility for the purpose of providing the most efficient and rational approach of issuing PIDs for different types of datasets deposited by rather heterogenous data providers, including individual researchers, non-governmental organisations (NGOs), research performing organisations and governmental agencies.
Therefore, participation in this support action would help to more fully understand current LiDA’s PID policy maturity level and create organisational level PID policy that would best serve interests of the varied pool of depositors and at the same time be compliant with the FAIR guiding principles and become EOSC integration-ready.
LiDA has a rather large and diverse group of stakeholders that includes researchers and research administrators from the hosting institution (Kaunas University of Technology), depositors from other national research performing organizations, NGOs and governmental agencies. Importantly, LiDA serves as a research data hosting institution for external research performing and governmental organisations by providing institutional catalogues, where depositors from these institutions curate their own data (see https://lida.dataverse.lt/dataverse/InstitutionData). Therefore, creation and development of LiDA PID policy will also help these institutions to better understand how to issue and manage PIDs for their datasets. In addition, LiDA regularly organises interactive national level research data management seminars, where various aspects of data curation are presented and discussed. Materials introducing and explaining importance of PID policy would be added to the curriculum of these seminars, so that they reach a wider audience.


Project results:

EOSC compliant PID policy for LiDA will be developed and implemented. Also, we envision several dissemination activities with regard to the results of participation in this support action. First, we will register the created and adopted LiDA PID policy on the FAIRsharing portal (https://fairsharing.org) and CESSDA Resource Directory (www.cessda.eu/Tools/Resource-Directory), so that other data repositories could consult it and use for their PID policy improvements. Also, LiDA PID policy will be presented and discussed with the research community at the hosting institution (Kaunas University of Technology). In addition, LiDA PID policy will be presented and discussed with various stakeholders during the annual national level research data management seminars. Finally, posters and/or presentations about LiDA PID Policy and PID policy recommendations more generally for the upcoming RDA Plenary Meetings (www.rd-alliance.org/plenaries) and Dataverse Community Meetings (https://dataverse.org/events) will be prepared and presented.
