The aim of the PULSE project is to develop an academic discourse on petty corruption in health care (HC) sector by creating an evidence-based multilevel model that integrates the causes of petty corruption at the micro (individual), meso (organisational), and macro (policy) levels, and by increasing and deepening contextualised knowledge on petty corruption and its practices in the Lithuanian HC sector. In addition, the project aims for social impact by providing recommendations for managers of HC institutions and anti-corruption policy makers to reduce petty corruption in Lithuania. To this end, 5 objectives are foreseen to be implemented within 36 months:
1. investigate the nature of petty corruption in the HC sector by examining the decision-making and behavioural strategies of HC professionals and patients and their experience of moral emotions in corruption situations, while seeking to unveil the role of institutional and socio-cultural factors in decision-making processes
2. analyse the experiences of petty corruption in the ethics committees of HC institutions and members of patient representative organisations as part of the systemic management of the organisation’s ethics and quality of services
3. identify gaps in the implementation of the national policy on HC quality and effectiveness from the perspective of petty corruption prevention in the HC system
4. analyse good practices in the Finnish HC, which could be used to consider measures to reduce petty corruption in the Lithuanian HC
5. develop evidence-based policy briefs and managerial recommendations to reduce petty corruption in the Lithuanian HC sector.

Project outputs: 4 scientific articles, 13 presentations at national and international scientific events, 2 sets of recommendations, 4 datasets, 5 co-creation workshops with representatives of ethics committees of HC institutions and patient representing organisations, 2 panel discussions with anti-corruption policy makers and implementers.
